Outlook 6 for IE from 98 to XP

Hi, can someone suggest how to transfer e-mail folders & address book from 98 to xp? The 98 machine will not create an export file – the export window disappears. I can not locate any .pst files. I have copied the entire identity to the xp machine, but IE/Outlook 6 does not see it. Thanks.
