Outlook 98 can’t connect to server

A few of our users open up their Outlook 98 from Win 95 OS, Using DHCP and can’t get connected – they receive a message Couldn’t connect – you want to Retry – Work Offline. They select Retry and then Outlook opens up. We’ve checked the profiles and network setup and port traffic and can’t find a reason for this happening. Do you have any ideas?
