Outlook error with Win2000

The error is “The program is not registered properly. Please run setup again. You do not have appropriate permission to perform the operation.” This error does not show when logged in as administrator, only as typical user. Servers are NT 4.0, running MS exchange. Same user that gets an error on Win2000 is fine logged on a NT4.0 wkstn.
