Outlook Exchange

I have an Outlook Exchange problem/question, hopefully there is a solution. The problem is, per Company’s Exchange Administrator, in order to prevent the hacker infiltrate into our network, he disabled two options in Voting and Tracking options in the Message Options.

First one is “Tell me when the message has been delivered” and the other one is “Tell me when the message has been read”.

On many projects, when you are dealing with users/clients outside you Exchange network, these two options are very important to record and verify an email you sent out and assure user received & read it.

Is there an option in Exchange or in add-on Internet software to have these features remain active w/o security risk?
