Outlook Express 5.0 No “Connect” Window

IE 5.5 always brings up the “Connect” window before starting. Good.
Outlook Express 5.0 doesn’t, somply goes to “inbox” and nothing.Clicking on Send/Receive does not bring up the window either.

The Tools/Options/General has “If my computer is not connected at this time” options GREYED OUT.

I have to click on the connection in Dial up networking to connect then click on Send/Receive in Outlook Express to receive emails.

Any ideas
