Outlook Express error message 10065

I started having a problem with outlook express 5.

I can post messages and receive them for my newsgroups, but am not able to
use my port 110 to receive mail, or port 25 to send.

Here is the error to receive:

The connection to the server has failed. Account: ‘mail.xcelco.on.ca’,
Server: ‘mail.xcelco.on.ca’, Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 10065, Error Number: 0x800CCC0E

Here is the error to send:

The connection to the server has failed. Account: ‘mail.xcelco.on.ca’,
Server: ‘mail.xcelco.on.ca’, Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10065, Error Number: 0x800CCC0E

The settings are correct in the advanced tab.I can access my pop account through web mail ok. Any ideas on this? Brad
