Outlook Express flickers while starting

In our NT 4 BDC, everytime the Outlook Express is started the screen goes blank for about 1/4th of a second and then OE starts. While closing OE the same thing is repeated. It seems like a hardware problem but associated only with one apps is baffling me.

Other apps are working fine.
Any help is appreciated.
