Outlook Express Problem

am having problems with OE 6
will not run as it says msoe.dll is corrupted or doesn’t exist. the file is there.

I cannot reinstall or remove oe6 as this msg keeps on coming back

am happy to go back to oe5.x but is won’t update as it still sees oe6 present so won’t overwrite it.
