outlook express quick launch icon

Okay, I know this is an easy one…I’ve been off work for a few months and somehow lost my reghack notes, YIKES!!! Anyhow, am creating win2k builds for a school and do not want anyusers accessing outlook express…I have removed the shortcuts, created custom startmenus for default and all users profiles(even tried copying over with a clean profile) but each time I logon to the test build with a new test user account, an outlook express icon is created in the taskbar quick launch area. So can anyone refresh my memory as to where the key that contols the run once creation for new users for icons in the quick launch taskbar area is?? Thanks in advance
