Outlook rules only work on one message

When created w/Organize dialogue, rules to move Inbox messages to .pst folders only work on the specific msg selected & ignore others with same From “display” identifier. Have looked at properties of same From ids and each has different front end (long strings of dot separated numbers)in E-mail addr, prior to “@”. When created w/Wizard using From “display” id, rule doesn’t work on any msgs in group. Have MS Outlook 2K Corp/Wrkgrp SR-1 v9.0.0.5414 on MS Win2K Pro SP-3 v.5.0.2195. What am I doing wrong?
