Outlook Web Access

I installed Exchange 5.5 server with SP4 on Winodws 2000 Advance server with SP2. How do I enable users from windows 2000 server to access OWA? I created a group (OWA access)and add the users, but failed to login. Does not recognize regular user, but lets you login with admin rights??? Please advise.
