Outlook Web Access problem(OWA)

I created an NT 4.0 Machine with IIS and OWA. It is in the same Domain as the Exchange Server Some of the users including my self are able to log in and use OWA others are not and they get the error (failed to connect to microsoft exchange server plus IP address) Does anybody know what could be causing this?
