overheating trouble and sluggish pc

For help with solving this problem ill list my pc’s specs:

AMD64 3700+ (cpu fan/heat sync which is apparently made for 64-bit cpu’s unknown manufacturer)
1GB DDR RAM (PC3200)
Geforce 4 TI 4200 8x AGP (prob doesnt matter)
2 large system fans + 2 fans on PSU (intake/output)
and a case which apparently is made for 64-bit based systems and is designed for efficient airflow

now the first problem is my pc is constantly overheating. ive tested with and without the cover of my tower, it overheats either way. its reached passed temps of 150 degress F. im afraid my cpu might be damaged which is linked with my other problem of my computer being vry sluggish. but first up, what could be causing my computer to be overheating? my father has a computer with an AMD64 4000+ CPU with 1GB of ram with only 1 system fan, yet his cpu maintains a temp of 100 degress. and he does NOT have amd cool & quiet active.

now the deal with my computer being sluggish, ive ruled out any viruses as ive just reinstalled windows and its doing the same thing. audio is glitchy, and everything becomes so slow to the point i can barely work with it. this happens when i do simple things like copying files, installations, etc. which i know should NOT slow down my computer to this point as it did not do this about a month ago. is my HDD or CPU damaged do you think? can you please help me, id rather not have to spend 500$+ on a new CPU or HDD. and why is my computer overheating? (my room stays at a decent temp of around 75-80 degrees btw |top floor..heat rises…uhg..parents screaming music is too loud constantly..ok another story|)PLEASE HELP!
