P4 Heatsink Mounting frame

I need to replace the heatsink mounting frame on a Dell computer. This is the plastic piece that screws to the motherboard and the heat sink sits on top of it. I contacted Dell and they were of no help. I have looked at different site like newegg and do not see the mounting frame. I see a lot of heatsinks but no frames.

It is a P4 mPGA478B chip.

Does anybody know where to get the mounting frame? Or, is there another way to mount a heatsink on a P4 like this?

From what I have seen, it looks like when ordering a heatsink it does not come with the mounting frame. Also I’m not concerned with keeping the cover that comes with the Dells and goes over the current heat sink. As long as the heatsink has a fan on it.
