PAge File Problem

I have a win2000 server with 256 MB ram and 15 GB HDD.of these C Drive is of 4 MB and 2 MB is free on it.Now my problem is that when i try to log in …and after entering the username and password,it displays the message taht page file size should be increased and comes back to the login scree.Safe mode is also not working.
HElp me ifu have some solution to this
