Page file windows 2000

Windows 2000 was installed on a quad processor server. Installed software includes SQL 7 server, Filemaker 5 Server, Veritas backup, Symantec Enterperise anti virus.

The Page file was set to 20 MB on a restart and can not be changed. Many services set to start automatically are not doing so, has anyone experienced this problem and if so is there a fix?
