Pagefile.sys upon reboot changes to 20MB

Win2k VPN and file server:
Upon rebooting, error message indicates the pagefile.sys is corrupt or missing and Win2k has set up a temporary paging file of 20 MB.
Reseting this option, is temporary until the next user logs on.
Any ideas or fixes would be appreciated.
