pages to large for monitor

My father-in-law just upgraded to Windows 98 and now all his windows are to large for his monitor. He has a 17″ gateway monitor. I went to the control panel/display/settings and adjusted the screen pixel size. This did reduce the page images but the page in full still goes off the screen where you cannot see the three top right boxes, or the scroll bar. I cannot hold and drag it t the left to see them either. I was wondering what can be done to get the window pages to fit the monitor correctly? Look forward to suggestions. The computer is a Pentium 2.
