Paging File

Windows 2k, Sp2.

I have been getting warning messages stating that virtual memory is low. So I proceed to right click on My Computer/Advanced and up the paging file size. No matter what size I set the window states that I only have 20MB allocated. I have set the min at 250MB and the Max at 500mb. I figure that should be more than enough. However, after I reboot the fields where I can change the size remain at the value I set yet the window still says I have 20MB allocated. Am I missing something? Is there another way to allocate virtual memory?
