Partitioning 20 GB H.D.D. using NT 4.0

How can I partition a 20 GB H.D.D. having a partition of 4 GB for C:\ and 16 GB for D:\. Is it possible to format and partition a 20 GB H.D. using more than 4 GB for each drive partition? can I format it using NTFS?
