Password Recovery

I don’t have the password for my Administrator or Guest accounts in Windows XP Pro. The system wetup is configured with an administrator password and the boot sequence is locked with this password. The boot sequence is set to look at the hard drive first so a bootable CD doesn’t work. Any suggesstions on how I can gain access?
