Password Requests in Win95 & Win 98

I have two coputers, one running Win98, the other Win95. On booting up, both ask for a Windows password. It says, “If you don’t enter a password, you won’t be asked again”…HA!! I went into BIOs & turned off passwords, but I still get that darned window. What next?
