Password reset delegation

In windows 2000 I created an OU that had the users for a department. I wanted to delegate the reseting of passwords to one of the department heads. I ran the delegation wizard and gave the department head the right to reset passwords. But where in windows 2000 professional can he reset the password for the other users. I can do in server ok but where in professional?
