PC Booting problem

Hi,
I have a MB Biostar M6TWC,when I power on the computer, it start to work but no any components work including CPU fan.I’ve measured that the electric passes from MB.The led in front of the rams are lit.I’ve checked the twisted cables coming from the power button,reset,hd button, etc. Everything is Ok.
Also I’ve measured cpu fans pins it shows me 6V DC.But it must be 12V. When I checked again with taking the ground from the outside plug it shows 12V. I’ve tried to reset CMOS but I think I’ve failed. Can anyone help me ?Is CPU damaged? Thanx.
