PC completely frozen !!!!!

I just got a Compaq Presario S5020LA that won’t turn on. When the power button is pushed to start the PC, the screen turns on displaying the Compaq Logo and F1 to enter setup, F10 to enter recovery mode. At the same time that this screen appears the PC starts to “BEEP” continously. It won’t stop beeping at all, the main problem is that is where it freezes. The keyboard doesn’t work…so I can’t use the F Keys or enter MS-DOS. I can’t start up with a Boot Disk either. What I do know is that inside, the Fan that is mounted on the Intel Pentium 4 processor slows down considerably when the beeping noise starts. I took it off and noticed that on the top of the processor was melted white residue from the underside of the silver heatsink that goes on top of processor. (The underside of the Cooling Fan.) I couldn’t figure it out. I a;so tried changing the Power Supply but that wasn’t it. What am I missing? What could cause this and how can I fix it?
