pc freezes after win 98 screen comes up

When I turn on the pc immediately after I see
the windows 98 screen and it displays “loading rom options” the computer will freeze and stop with a solid black screen. Now the only way to get it to load to the desktop is if I press f8. What does F8 do and why does this happen???
