PC Hangs between Splash Screen & Desktop

My PC goes to a black screen with an hourglass for about 15 seconds after the Windows splash screen and before the desktop appears. I am running Win98 SE and have tried the video driver and cleaned the registry. Does anybody have any suggestions for getting rid of this black screen?
