pc/network administration

I have a windows 95 network that used to be on a domain. I’d like to switch the network to peer to peer. However when I try to get into network neighborhood, or passwords etc. I get the error message that the network administrator has disabled that property. Is there any way around this without the previous admin’s password? The company has switched hands and I don’t think it is possible to get the password of the previous administrator.
