PC Shut down or Power down Problem

Windows XP with Service Pack 2

Had to reinstall OS using the upgrade method,since then system will get to windows is shutting down and hang,it will take up to a minute or two before system actually shuts off.

First I cannot determine if this is a power down or shut down problem.

All hardware drivers and bios is updated

What could the problem be?
