PC slowdown

I’m experiencing pc freeze up when trying to either perform disk clean up(never have been able too), or most recently play a dvd. I can’t use any of the Dell factory installed: Power Dvd, pc Friendly Dvd nor Windows media Dvd player programs without maxing out the processor at 100% at the same time giving me error messages asking if I want to send notification to microsoft,a real joke—no feedback there!
