PC will not boot into windows!

My PC automatically reboots itself after it gets to the Windows XP screen. It will not allow me to get into windows, or safe mode, or last known good configuration. I want to be able to recover some of the files on my hard drive. How can I do this without paying a arm and a leg to fix the problem?
