PC will not power up

My son’s PC is (was) an Azza M/B with a K6-2 500 proc. Last week it would not power on. Popped open the case & checked the power–had no 5v standby. Bought/installed a new P.S. Still would not power on, but the new one had standby voltage. Checked out new P.S. in another computer–worked fine. Checked out old P.S. in another computer. It was fried. Bought a new motherboard (Amptron with 650 T-Bird). STILL will not power on. Unhooked everything(CD,Hard Drive, Floppy, case fan, speaker,LED’s, pulled Sound Card & NIC). STILL will not power on. Here is my question. The only things common to the two configurations are the RAM (1-128 DIMM) and my video card (Rage Fury Pro), so one of those must be causing the problem. SHOULD my PCbe able to power up with no RAM installed? SHOULD it be able to power up without a video card installed? I think I read somewhere that if you try to power up without RAM or video card, you get warning beeps, but the fans still spin, and the light comes on (nothing happens on this PC). I do not want to throw any more parts (or money) at this problem without being pretty sure of a fix. All help is appreciated.
