pc will only display 16 colors.WHY?

How can I get full display color to work again, I keep changing settings but all I get is .Dll file ICUD17L.dll was not foundalso MMSYSTEM.DLL and Run dll 32 Do I need to reinstall windowsMEor can I get these files off the internet?,Is this going to solve my display problem?
