pcmcia modem on laptop not responding

A user has turned in a Digital Hi-Note Ultra II with Win95.

symptoms: modem does not respond when I test it from diagnostics tab of Modem properties in Control panel.

I have tried with several known good pcmcia modems with same result.

pc card services is loaded and working.
win95 detects modem and installs when I remove it from device manager.
there are no conflicting IRQ’s in device manager.

Anyone have any suggestions on what to try next?
