PC’s Fail to connect.

I am having trouble with my Win9x pc’s connecting to the NT 40 Server. I can ping the server, Ican connect using remote control (VNC, I can connect to the server from another NT server. But the Win9X pc’s get “cannot find Domain Controller. There are no error messages in EventViewer, CPU utilization is at less than 20% on average, the server can connect to other servers as well. I have checked for viruses using two different scanners. RPC seems to work, as the server can print.

Any ideas what could be causing this symptom?
