pdf editing

I need users to be able to open Adobe Acrobat .pdf files and do “Mark Up’s” or Red Line changes. I don’t need to create pdf’s and don’t want to spend $200 per user for Acrobat full product. Anyone know of a alternative software that allows basic .pdf relineing or editing for less that full product acrobat.
