Permanently setting the Base Priority

I noticed that when you set the BASE Priority of a process, like notepad, from Normal to Below Normal, it reverts back to Normal after you exit Notepad and relaunch it.

Using Task Managaer, is there a way to set the Base Priority of a process so that the new priority stays in place after you launch the process again?
