Permissions on Folders, not files?

Is it possible to set permissions on folders that will not be inherited by files? We have a problem with people accidentally moving folders on our server, and want to remove the move and delete permissions. They still have to be able to modify files, however. I’m sure its something dumb that I’m missing, but I can’t seem to figure it out. If I lock the folders, they can’t modify files. Any assistance would be appreciated!
