permissions unable to update regedit

I have been haveing problems with windows 2k and office 2k I have loaded products as an administrator when I log on as a test user they get a error message, unable to update registry setting. If I give permissions as administrator to the user they have no problems . I dont want to give admin privileges to everybody .
