Permissons Permissions

I am attempting to open an SQL program locally at my WINNT 4 server. I get the error message “You do not have permission to open this file” error. The name of the program I am tring to open appears in the upper left corner of this error message diolog box.

I am logging on as Administrator with full rights.
Administrator has full rights assigned to all shared folders(just in case).Admistrator has “log on locally” permission.

Can someone recommend a checklist of what to check for in NT 4 server? I am not too concerned about the program in question I just want to make sure I’m checking all the possiblities I can in NT 4 server to fix this.
