Personal folders file..

A users copy his pst’s to a cd. Copy the pst’s from the cd to a new hard drive. Turn
off read only. Try to open the pst from Outlook 2000. Got a error saying, Pst is not a personal folders file. Ran scanpst.exe on pst. Still will not open. What canI do?
