phantom ptsnoop.exe file

Hi, would someone be able to tell me what this ptsnoop.exe file is. It starts when i start the pc. I have deleted this from my pc, including the registry, also have renamed it because it keeps coming back. I have heard that its a tracking file of some sort but cant support that theory. I’m running win98se and would appreciate any help on removing this permenantly. Thanks. J.
