Photoshop 5.5 freezes on startup

It is installed on a Dell OptiPlex G1 PII processor with Win95 as the OS. 192MB of RAM in installed. Haven’t seen this problem before. It freezes after the window for photoshop pops up, but before ht splash screen pops up.

Any ideas?
