Physical Memory Dump Error..

Upon startup I get Physical memory Dump because of Winsrv.dll. I have looked this up on Microsofts site and I realize that I have to look at the registry to see if this file is corrupt. How do I get to the registry if I can’t boot up? How do I created setup disks if I don’t have them,but I do have the cd? Are the setup disks the same as boot disks? Please help!
