PING -a response

When I ping PCs on the network with -a to resolve IP address to hostname certain computers come back with a replay but no hostname. We use static IPs with no DNS or WINS server. I was wondering what could be the possible reason for this?
Also, are the IP and Hostnames stored on NT in lmhosts?
I tried looking for this file but I only get a sample file.
