ping DNS gives timed out

I have 2 DNS addresses on a Win2k machine with NT server. pinging each gives timed out response, so I removed them & rebooted. Outlook then wasn’t able to find the pop3 server. If they actually do something (which they appear to) why don’t they respond to pinging?
