Platform for web/ASP development

Can someone help through this next phase?
I am developing a decision app. for web and
ASP.

1. The app must be database independent
2. Java and XML will be used
3. the client side must support ms explorer or netscape.
4. Must be scalable.

What kind of software platform (architecture)
are on the market to help me to solve this problem?
