Please Help about VPN

Dears please help me on VPN.I have a windows 2000 professional computer and I want to connect to my VPN server through internet.But after online internet when i dial the IP address of Server the dialer show a message “Error:678 There was no answer.”So what is the problem please provide me help as soon as possible.
