Plug and play floppy drive

I have a Dell laptop that has an external floppy drive connected to it. Whenever I am using the laptop and connect the floppy to it, plug and play does not recognize it. I have to shut down and restart my computer to get it to recognize the floppy. What could the problem be? It used to work fine.
