Plug holes in Win 10 Firewall outbound rules

Win 10 Pro 2004. I want to harden security in Outbound Rules. If I click on the green and white check mark and then select Disable Rule, does that mean that that is now blocked from escaping/sending /phoning home? All I want is a Yes or No answer.( y or n even better.)
